<P>It is not clear whether a string literal can be used in a constant
expression.</P>

<P>Change 7.7 [<A href="https://wg21.link/expr.const#2">expr.const</A>] paragraph 2 as follows:</P>

with a constant expression <INS>[<I>Note:</I> a string literal
