[Moved to DR at the October, 2012 meeting.]

In 12.2.2.2.3 [over.call.object] paragraph 2, the non-explicit
conversion functions considered for producing surrogate call functions
are those of the form

operator conversion-type-id () attribute-specifier-seq<SUB>opt</SUB> cv-qualifier ;

This (presumably inadvertently) excludes conversion functions
with a ref-qualifier and/or an exception-specification.

Proposed resolution (February, 2012):

Change 12.2.2.2.3 [over.call.object] paragraph 2 as follows:

In addition, for each non-explicit conversion function declared in
T of the form

operator conversion-type-id () <DEL>attribute-specifier-seqopt</DEL> cv-qualifier

<INS>ref-qualifier<SUB>opt</SUB> exception-specification<SUB>opt</SUB> attribute-specifier-seq<SUB>opt</SUB></INS> ;

where cv-qualifier is the same...
