<P>Sections 13.9.3 [<A href="https://wg21.link/temp.explicit">temp.explicit</A>] and 13.9.4 [<A href="https://wg21.link/temp.expl.spec">temp.expl.spec</A>]
describe cases of explicit instantiation directives and explicit
specializations, respectively, that are not definitions.  However, the
description in 6.2 [<A href="https://wg21.link/basic.def">basic.def</A>] does not include these
distinctions, classifying all declarations other than those listed
as definitions.  These should be harmonized.</P>

<P><B>Proposed Resolution (July, 2014):</B></P>

<P>Change 6.2 [<A href="https://wg21.link/basic.def#2">basic.def</A>] paragraph 2 as follows:</P>
