<LI><P>an object or reference that is explicitly
declared <TT>const</TT> and neither explicitly
declared <TT>extern</TT> nor previously declared to have external
linkage;</P></LI>

<P>It is not possible to declare a reference to be <TT>const</TT>.</P>

addition of punctuation in the first bullet):</P>
