<P>12.5 [<A href="https://wg21.link/over.built">over.built</A>] paragraphs 24-25 describe the imaginary built-in
conditional operator functions.  However, neither paragraph 24 (promoted
arithmetic types) nor 25 (pointer and pointer-to-member types) covers
scoped enumerations, whose values should be usable in conditional
expressions.</P>

<P>Change 12.5 [<A href="https://wg21.link/over.built#25">over.built</A>] paragraph 25 as follows:</P>
