19.2.1 [networking.ts::socket.iostream.cons] uses <code>&amp;sb_</code> which could find something bad via ADL.

Jens suggested we should have blanket wording saying that when the library
uses the <code>&amp;</code> operator, it means <code>std::addressof</code>.
